NC Health Agency Rolls Out Medicaid Overhaul Plan

RALEIGH, N.C. North Carolina state health officials say their proposal to revamp Medicaid spending is realistic and achievable. Now they'll have to persuade enough legislators of the same things before it can be carried out.

The Department of Health and Human Services unveiled Monday its final Medicaid reform proposal, providing more details to a framework discussed publicly a few weeks ago.

The plan would emphasize networks of physicians or hospitals that would have incentives to keep Medicaid costs in check. It avoids entering contracts with large managed-care providers.

Sen. Louis Pate served on a Medicaid reform advisory board. He says the plan doesn't go far enough to bring costs under control and to offer seamless physical and mental health care for consumers.

The General Assembly will debate the plan starting in May.
